Espionage prior to World War I lacked a strong core and foundation. Many countries came to the realization that their intelligence programs were weak and virtually useless in helping the country gain important information.
Before the start of the war many nations had weak national intelligence communities . The French government and military both trained intelligence agents but there was no central or organized agency that processed or distributed intelligence information. Russia had secret police and special agents of the Czar but that was for protection and affairs within its own country. The U.S was in the same position, they developed a strong domestic intelligence, however the neutral position of the U.S prevented it from developing a strong foreign intelligence agency until it entered the war in 1917. Great Britian had a well developed intelligence system led by the office of military intelligence. Birtish intelligence forces engaged in many different activities from wiretrapping to human espionage. Out of all the nations Germany had the most advanced and sophisticated intelligence agency. Germany employed many spies across Europe, North Africa, and the Middle East and even the United States.
Some countries proved to be more developed than others but the idea and the basis of staring espionage programs was present in the minds of many countries.
